"(i) For setting aside the advertisement contained in Ref. No.202 dated 27.03.2018 issued by the Respondent no.4 and published in News paper whereby the expression of interest (EOI) has been

Patna High Court L.P.A No.1189 of 2018(3) dt.12-12-2019 2/3 invited from Indian agencies for supply of GPS & Load sensor devices for minerals carrying vehicles in the state of Bihar (Annexure-15 of Writ application). (ii) For a declaration that the invitation for expression of Interest (EOI) dated 27.03.2018 by the Respondent No.4 during the existence of a valid agreement between the Petitioner/appellant and the Respondent No.4 for the said work is arbitrary being violative of Article-14 of the Constitution of India. (iii) For Directing/Commanding the Respondents to allow the Petitioner/appellant for installation of those GPS & E-lock in the vehicles carrying minor minerals, which have already been purchased by the Petitioner/appellant as per the directives of the Respondents pursuant to the Letter No.398 dated 18.01.2018 issued under the signature of the Respondent No.3 (Annexure-7 of the Writ Application)."

Learned counsel points out that the writ petitioner/applicant's request is yet pending consideration with respondent No.5, Bihar State Mining Corporation Ltd., and that the petitioner shall be content if the same is decided expeditiously and preferably within three months from today. Ms. Vaishnavi Singh, appearing for the respondents, states that independent of the view taken by the learned Single Judge, the said respondent shall decide the same
