JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 24-06-2019 Considering the fact that for disposal of the dispute as to utilisation of grant to the institution by the State Government, tribunal Pradhikar has been constituted vide notification dated 19.05.2015, the writ petition is disposed of with liberty to the petitioner to approach the aforesaid Pradhikar for appropriate decision. In the event the application is filed by the petitioner within one month the Pradhikar shall decide the grievance raised by the petitioner as to misuse of the fund allocated by the State Government to the college at the earliest preferably within a period of 60 days from the receipt/production of copy of this

Accordingly, the present writ petition is disposed of. While disposing of the writ petition the Court noticed the fact that there is tendency of allocation of fund without ensuring the proper utilization of fund. Accordingly, the Court direct the Principal Secretary, Education Department to see that funds allocated by the State Government based on performance of students is properly utilized by directing concerned officials of the department to see the follow up of their own guidelines with regard to the allocation of fund by the State Government and its proper utilisation by the concerned institution.
