After arguing at some length, the learned counsel for the petitioner submits that the said Vinod Kumar may be granted liberty to file an appeal before the Appellate Authority against the cancellation of license. Liberty so sought is granted. In case, the petitioner files an appeal before the appellate authority within a period of three weeks from today, the question of limitation will not stand in his way.
