This application is permitted to be withdrawn. As the petitioner approached this Court soon after passing of the impugned order dated 07.07.2021 by filing present writ application, it is indicated that if any appeal is preferred before appellate authority within four weeks from today with an application seeking condonation of delay, the appellate authority shall be under obligation to decide the petitioner's appeal on merit after condoning the delay, considering the fact that petitioner was pursuing his remedy before this Court by filing present writ application. The appeal shall be required to be disposed of within the time stipulated under the provisions of the Bihar Targeted Public Distribution System (Control) Order, 2016.

This application stands disposed of with aforesaid observation and direction.
