The Court is not satisfied with the reasons and justification, indicated in the modification application, to modify the order imposing cost upon the two authorities. In fact, if the payments etc. had already been done to the petitioner and his grievance had been redressed, these facts should have been brought to the notice of the Court, when the matter was taken up, because the writ application remained pending for almost two years.
