1. Heard the parties.

2. The petitioner has challenged the appointment of respondent no. 5. However, post of Tola Sevak cannot be said to be a post under the affairs of the State and is a voluntary is a sort of a volunteer. The selections on the said posts are based on certain guidelines would not be said to be enforceable in Court of law.

3. However, the petitioner is left with liberty to raise his objections before the District Magistrate, who will give an
