According to the petitioner who happens to be a non governmental organization, there has been a clear violation of the provisions of Bihar Preservation and Improvement of Animals Act, 1955 in so far as the cows, calves and bulls are concerned who according to Mr. Pandey are being not only victim of illegal slaughter but also subjected to other forms of cruelty besides being smuggled to neighbouring countries for

It is because, according to the petitioner, the administration as well as the police authorities in the district of Patna, Darbhanga and Muzaffarpur are not responding to the situation as mentioned in the writ petition that they have approached this court.
We have noted the cause raised in this writ petition as well as the reasons assigned to approach this Court as canvassed by Mr. Pandey and we are of the considered opinion that unless there are supportive evidence of the petitioner invoking the proper recourse and not being responded to by the administration, there cannot be a general direction on the relief so prayed. We, thus, allow the petitioner to raise the issue with specific instances before the Administration and the police authority in the district(s) concerned, who obviously would discharge their obligation and take the same to its logical conclusion.
With the observations above we dispose off the writ petition.
