Petitioner has filed this writ petition pro bono and the grievance of the petitioner is that in the Fisheries Department there are large number of vacancies and as recruitment is not being undertaken and retired Government servants are being re-employed on contract basis, right of more than 500 Graduate persons having

Patna High Court CWJC No.14387 of 2016 dt.20-03-2017 2/2 adequate qualification in the subject of Fishery are being adversely affected and therefore, seeking a mandamus for appointment of Graduates in the department, the writ petition has been filed.

3. Apart from the fact that the subject in question is a service matter which cannot be agitated in a Public Interest Litigation, it is for the Graduates who are unemployed and are aggrieved by the action of the respondent State Government to ventilate their grievance at the instance of the petitioner. We are not inclined to go into this question.
