1. The petitioner attained superannuation in 2001. He claims the super selection grade with effect from 1989 on the premise that similarly situated other persons were granted the said grade while the petitioner was not considered at that relevant time. The grant of super selection grade is subject to examination of the service record. It is not expected from the Respondents to examine the service record of an individual who has retired in 2001 after more than twenty one years and direction in this regard therefore cannot be given. The writ petition suffers from gross laches and delay without the same being explained successfully.
