JUSTICE RAJESH KUMAR VERMA ORAL ORDER (Per: HONOURABLE THE ACTING CHIEF JUSTICE) 27-11-2025 In the present writ petition, the petitioner prays for the following relief/s:
"A. For issuance of an appropriate writ, order or direction, directing the Respondent State of Bihar to initiate a timebound, fair and independent investigation into serious financial irregularities and embezzlement of public funds
Patna High Court CWJC No.9794 of 2025(3) dt.27-11-2025 2/3 in Maharaja College, Ara, a constituent college of Veer Kunwar Singh University, Ara, committed by a former Principal of the College in collusion with his aides and associates, as reported in several internal inquiry committee reports, and RTI disclosures;
B. For issuance of an appropriate writ, order or direction, directing the Respondent State of Bihar to entrust the investigation into the financial irregularities committed in Maharaja College by the former Principal Prof Dr Narendra Kumar in collusion with his aides and associates, during his tenure as Principal of Maharaja College, Ara, to the Central Bureau of Investigation ("CBI") or any independent/specialized investigation authority, for a thorough and impartial investigation into the financial misappropriations and related offences, in accordance with law;
C. For issuance of an appropriate writ, order or direction, directing the Respondent State of Bihar to initiate appropriate departmental, civil, and criminal proceedings against the erring officials and individuals involved in the misappropriation, including recovery of misused funds;
D. For issuance of an appropriate writ, order or direction, directing the Respondent State of Bihar to submit periodic status reports before this Hon'ble Court, regarding the inquiry into the financial irregularities in Maharaja College, to ensure transparency and accountability;

2. Considering the nature of the grievance raised, the petitioner is directed to file an appropriate application before Respondent No.2. Respondent No.2 shall consider the petitioner's grievance and pass an appropriate order in accordance with law.
