JUSTICE RAVI RANJAN ORAL JUDGMENT Date: 27-01-2017 Heard learned counsel for the petitioner and the State. Petitioner claims that his father died in harness on 20.09.2006, thereafter, her mother was running the PDS shop bearing Licence No. 97/1993 for which he has filed application vide Annexure-4 for grant of licence on compassionate basis stating that his mother, Akbari Khatoon is about 70 years old lady and she has authorized him for working on her behalf. Learned counsel has drawn attention to Annexure-5 which is an application to the District Magistrate, Nawada stating

Patna High Court CWJC No.17392 of 2016 dt.27-01-2017 that in the year 2006 he has applied before the Sub-divisional Officer, Rajauli along with certain documents but no action has been taken and nothing has been communicated to him. However, Annexure-4 does not disclose that what is the date and whether such application was received by the Sub-divisional Officer, Rajauli, Nawada or not and if it was received at then on which date.
