In the present case, the petitioner has challenged the order dated 4th July 2000 (Annexure-1) passed by the SubDivisional Officer, Tekari whereby and whereunder the license of the petitioner, vide License No. 29 of 1985, has been suspended. The petitioner is challenging Annexure-1 after delay of 17 years, this Court is not satisfied with the explanation for delay and this petition hits by delay and laches. Accordingly, this petition is dismissed.
