2. This writ application has been filed for directing the concerned respondents to grant of 2nd time bound promotion to the petitioner as well as to calculate and pay all the dues arrears of 2nd time bound promotion to the petitioner.

3. In view of nature of grievance, the writ petition is disposed of with liberty to the petitioner to file a detailed representation before the concerned respondent/ respondent no. 3 within a period of four weeks from today.

4. If such representation is filed within stipulated time, the concerned respondent(s) shall examine the same and pass a reasoned & speaking order after hearing the parties in accordance with law within a period of three months from the date of filing of such representation. Upon examination of the claim, if any admissible dues is found payable to the petitioner, the same shall be paid to the petitioner within a period of six months from the date of passing of such order by the concerned authority.

5. With above observation and direction, the writ petition stands disposed of.
