Although a number of allegation is set up against respondent no. 9, the Mukhiya as regarding alleged embezzlement of public money while implementing the scheme under the 'Mukhya Mantri Sath Nischaya Yojana' but the records of the proceeding do not support whether any such complaint was made by the petitioner either before the District
