JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 17-10-2016 It is speculative and imaginary kind of claim which is sought to be raised by the petitioner, which had already been agitated way back in the year 1989 and examined by the High Court in the previous writ application of the petitioner which is reflected from Annexure 6. Thereafter the petitioner had moved the authorities, who have given reasons for not entertaining such request for claim which has nothing to do with the policy and scheme in place. Now after a decade of retirement of the petitioner, he has taken yet another chance by filing a writ application looking for certain benefit of time bound promotion etc., which ended in the last century itself.

Patna High Court CWJC No.9478 of 2014 (2) dt.17-10-2016 This is the background under which the Court has said that it is a speculative kind of writ application which has been filed, which is not supported by any kind of legal judgments or statute in place. Therefore, the Court dismisses the writ application being devoid of merit altogether.
