2. The present writ application has been filed for quashing the order contained in Memo No. 3319 dated 16.09.2016 passed by respondent no. 4 by which, punishment of withholding three increments without cumulative effect has been awarded against the petitioner.
3. Learned counsel for the State raised preliminary objection and submits that the impugned order is appealable under Rule 23 of the Bihar Government Servants (Classification, Control & Appeal) Rules, 2005.

4. In the light of the submissions made, the present writ application stands disposed of granting liberty to the petitioner to avail the remedy of appeal as per the statute within 30 days from the date of production of the order.
