1. No representation for the petitioner.

2. On perusal of the Writ petition, it is evident that the entire Writ petition is in Hindi language.

3. Part-II, Chapter-III, Rule-1 of Patna High Court Rules, reads as follows:-

1. Every application to the High Court shall be by a petition written in the English language.

2. Every petition shall state concisely and clearly- (i) the facts, maters and circumstances upon which the

(ii) the matter of complaint, if any, and the relief sought.

4. In the case of Vinay Kumar Singh Vs BSEB, reported in 2003 (2) BLJ 418, their Lordships have held that "petitions and affidavits can also be presented in Patna High Court in Hindi, as an alternative Language, except Writ petitions under Article 226 and/or 227 of the Constitution which must be in English."

5. In the case of Lal Bihari Sao Vs. State of Bihar, reported in 2002 (3) PLJR 521, their Lordships have held that "the Writ petition has to be in English only. However, Court allowed Writ petition in Hindi with clear instructions that it may not be treated as a precedent for filing in future a petition in Hindi."

6. The judgments of this Court squarely applies to the facts and circumstances of this case. The entire Writ petition is drafted in Hindi language, but as per Part-II, Chapter-III, and Rule-1 of Patna High Court Rules, every Writ petition shall

Patna High Court CWJC No.12652 of 2018(2) dt.09-07-2025 3/3 be filed in English language only. Therefore, the present Writ petition which is in Hindi is not maintainable. If at all, the petitioner wants to seek any remedy from this Court, either he has to seek permission to file it in Hindi language or he can file a fresh Writ petition in English language.

7. With the aforesaid observations, the Writ petition stands dismissed.
