The writ petition is wholly vague and does not show as to when these petitioners were trained. All the petitioners appears to be running in the age of 54 years and above and the mentioning in para-9 relating to OPID is also wholly vague as the very meaning of the OPID has not been mentioned. The writ petition is devoid of correct fact.

Accordingly, this writ petition is dismissed with cost of Rs.10,000- (ten thousand) to be deposited in the Patna High Court, Legal Services Authority.
