The learned Court below has allowed the review application filed by the respondents and, therefore, there is no irrationality in the order and that the order is not without jurisdiction.

It is settled principles of law that the High Court while exercising supervisory jurisdiction cannot lightly and liberally act an appellate court or revisional court. The High Court also cannot reappreciate the materials and then substitute its own finding other than the finding recorded by the court or quasi judicial tribunals. Therefore, I find no reason to interfere with the impugned order. Thus this writ application is dismissed. (Mungeshwar Sahoo, J) Saurabh/- U T
