Taking a line of least resistance, counsel for the petitioner submits that since the university itself has taken a stand in the counter affidavit that the claim of the petitioner will be considered for time-bound-promotion, which makes the petitioner hopeful, let the matter be considered by the said selection committee in accordance with prevalent law and the rules, governing such issue.

The Court has not expressed any opinion on the merit of the claim of the petitioner.
