2. In the instant petition, petitioner has prayed for the following relief/reliefs:

"(i) For issuance of writ/writs in the nature of mandamus commanding the Respondents to immediately grant promotion to the petitioner on the post of Account Officer since the date of due and the same may be grant in accordance with law.

(ii) For commanding the Respondents as to why the petitioner has not been promoted on the post of Commercial Account/ Assistant Officer/ Account Officer.

(iv) For commanding the Respondents though the petitioner has been served spotless career but not a single promotion has been granted to him.

(v) For any other writ/writs, order/orders, direction/directions as this Hon'ble Court may deem fit and proper as the facts and circumstances of this case."

3. In support of the aforesaid relief petitioner has submitted representation.

4. The concerned respondent is hereby directed to pass a suitable speaking order as to whether petitioner is entitled to be promoted to the post of Accounts Officer from the post of Account Assistant or not? If petitioner is otherwise eligible, his name shall be considered for promotion. In this regard, necessary action be taken within a period of three months from the date of receipt of this order.
