2. After some arguments, learned counsel for the petitioner submitted that the matter be disposed off with liberty to the petitioner to file representation before the respondent no. 2.

3. In view thereof, the writ petition stands disposed off with liberty aforesaid.

4. If a representation is filed within four weeks from today, the respondent no. 2 shall consider and dispose off the same by passing a speaking order within two months from the date of such filing.
