JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 04-08-2016 Since in the State of Bihar certification and other inputs and information is given at the level of the Circle Officer in relation to land since he is the revenue authority at that level, the insistence on the part of the National Council of Teachers Education to bring certification from the Sub-divisional Magistrate, who is only saddled with the authority of law and order, cannot be insisted upon.

2. The petitioner has already provided the necessary certificate from the Circle Officer of the Circle concerned. The same should suffice. The respondent must act upon the said certification

Patna High Court CWJC No.4977 of 2016 dt.04-08-2016 and take a decision. The very insistence on the certification of the land by the Sub-divisional Magistrate is un-called for and unwarranted.

This writ application stands allowed in terms of the above.
