3. In view of the aforesaid, the writ petition stands disposed off as withdrawn with liberty aforesaid.

In view of the fact that the petitioner had moved this Court within a reasonable period after passing of the impugned order dated 27.07.2016 and the matter has been pending before this Court, if an appeal is filed before the State Appellate Authority within three weeks from today, along with a copy of this order, the same shall be considered on merits.
