It is rather shocking that for a small charge or allegation, the respondents have not been able to reach a conclusion one way or the other. This is obviously a case of initiation of a proceeding and then forgetting about it. The District Magistrate, Khagaria is hereby directed to ensure that the departmental proceeding of the petitioner is taken to its logical end within four months from the date of production of a copy of this order. If the time frame is not adhered to and final decision is not taken, the District Magistrate, Khagaria will be personally held responsible because it is a gross case on the part of
