However, from the show-cause reply filed on behalf of opposite party no.2, it appears that in compliance of the order passed in L.P.A. No. 1417 of 2013 directing the authorities to start a fresh proceeding, keeping the petitioner in the same position in the police line, a proceeding was started but the petitioner never turned up either before the conducting officer or reported his arrival at the police line.

The petitioner never replied to any letter sent by the speed post or submitted a show-cause reply or explanation. Thereafter the petitioner was dismissed.
