In such view of the matter, the present writ petition is disposed of with a direction to the petitioner to file an appeal before the Commissioner, Muzaffarpur within a period of two weeks from today. In case such an appeal is filed within two weeks from today, the Commissioner, Muzaffarpur shall consider the same on merits and dispose of the same by a reasoned and speaking order within a period of four weeks thereafter.
