The grievance of the petitioner is that despite application having been filed in the year 2008 for grant of a valid licence under Form-XI and XII of the Arms Rules, 1962 to sale, convert, repair and test or keep for sale, convert, repair and test the Arms and Ammunition of categories 1 (b), 1 (c), 1 (d), III (a), III (b), III (c), III (d), V & VI for his shop as he has already a valid licence under Form-XIII and XIV, but no final decision has been taken as yet by the competent authority.

Having regard to the facts and circumstance of this case, the respondent no.4, the Principal Secretary, Government of Bihar is
