No. 13497 of 2016 and other cases were considered by a Co-ordinate Bench of this Court on 30.09.2017 in L.P.A. No. 582 of 2017 and identical appeals filed by the State Government have been disposed of on the ground that the period considered by the Bench on

Patna High Court LPA No.583 of 2017(6) dt.09-04-2018 2/2 30.09.2017 in L.P.A. No. 582 of 2017 was with retrospective effect.
