Whatever be the fall out of the impugned decision, it will relate back to the institution where he has been engaged and working. Petitioner will be bound to move appropriate forum in this regard. This Court will not adjudicate the matter merely because there is a communication of the decision on the permanent address of the petitioner as a confirmation of the decision which also marked to the institution.
