JUSTICE ANIL KUMAR UPADHYAY ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date: 17-08-2017 In the matter of misuse of Government money and embezzlement of the same in implementation of the Rural Employment programme under Mahatma Gandhi National Rural Employment Guarantee Act, the grievance of the petitioner is that in the district of Saharsa, in spite of an enquiry being conducted and a direction issued for lodging of an F.I.R., as is evident from Annexure 3, nothing has been done and it is the grievance of the petitioner that no action is being taken.

If misuse of Government money has undertaken as indicated hereinabove, statutory Vigilance Authorities are there in the State like the Lokayukta and Economic Offences Wing and, therefore, the petitioner can take up the issue before the Lokayukta or
