In this case, the petitioner has already been released in February, 2017 itself. However, this Court had directed the Bihar State Legal Service Authority to draw up a transparent procedure for ensuring that case of every convict is taken up for consideration no sooner conditions are fulfilled. The Bihar State Legal Service Authority has already come up with its suggestions.

Sriharan @ Murugan and others [(2016) 7 SCC 1] and after amending the relevant provisions of the present manual, had framed the Bihar Prison Manual, 2016.

Accordingly, this writ application stands disposed of with a direction to the State to consider the suggestions given by the Bihar State Legal Service Authority and if required necessary amendment be taken in accordance with law.
