Perused the report of learned Additional District & Sessions Judge VII, the then, West Champaran at Bettiah. Learned Additional Sessions Judge, who heard the bail petition of Santosh Kumar Barnwal (an accused of Gopalpur P.S. Case No.162 of 2019 registered under Sections 302, 201, 120B and 34 of the I.P.C.), granted bail to Santosh Kumar Barnwal. The F.I.R. was lodged on the basis of the fardbeyan of Chaukidar that while he was on patrolling duty in the village, he heard that Santosh Kumar Barnwal killed his wife and disposed of her dead body in order to destroy the evidence. During course of investigation, Santosh Kumar Barnwal was apprehended and he confessed his guilt. The accused disclosed that he killed his wife and threw her dead

The daughter of the deceased very categorically stated in the case-diary that her father indiscriminately assaulted her mother in the previous day and on the order of her father, she went in another room but her mother is missing from the next morning.
Learned Additional Sessions Judge VII, the then, while granting bail to Santosh Kumar Barnwal, does not appear to have perused the case-diary for the reasons best known to him. In this view of the fact, I think it proper that let this matter be placed before the Standing Committee for taking appropriate action against Sri Satyanarayan Sheohare, learned Additional Sessions Judge VII, the then, West Champaran at Bettiah.
