No. 14609 of 2016 decided on 03.07.2017, a copy of which is Annexure-A to the counter affidavit filed on behalf of respondent no. 1. The reason assigned therein covers the case squarely.
Submission of the counsel for the petitioner that the Rule has to be read retrospectively has also been considered in the order dated 03.07.2017 and answered.
