Considering that an entitlement of the petitioner to seek compassionate appointment which took place in the year 2001 on account of the death of his father in harness, is sought to be raised after lapse of more than 16 years, I am of the opinion that the petitioner has too belatedly woken up from deep slumber to raise his grievance.
