JUSTICE ASHUTOSH KUMAR ORAL JUDGMENT Date : 24-06-2019 The petitioner, who is a retired employee of the Department of Registry, Excise and Prohibition, Bihar, Patna, is aggrieved by the fact that during his entire tenure of service, he has neither been promoted nor has been given the benefit of financial progression under the ACP and MACP schemes. Patna High Court CWJC No.12216 of 2019 dt.24-06-2019 2/3 retired on 31.01.2014 as a Senior Division Clerk from Madehpura district. Except for 1st time bound promotion, it is the claim of the petitioner that he has not been accorded any financial progression.

2. The representations preferred by the petitioner before various authorities including District Sub-Registrar, Madhepura, District-Madhepura, have fallen on deaf ears.

3. The petitioner, under the aforesaid circumstances, is directed to make a representation before A.I.G., Department of Registry, Excise and Prohibition, Bihar, Patna (respondent No. 5), within a period of four weeks from today, ventilating his grievances. The concerned respondent, on receipt of such representation, shall, after verifying the records, pass a reasoned order in accordance with law within a further period of six weeks thereafter. If the claim of the petitioner is found to be tenable, necessary sequel order also shall be passed within the aforesaid stipulated period.
