In view of the stand taken by the State, especially paragraph 16 onwards, the ball is in the court of the university and they are required to make a fresh recommendation by following the procedure to the State Government within a reasonable timeframe. Communication has already been made with the university authorities on behalf of the State to do the needful.

Patna High Court CWJC No.10468 of 2016 dt.05-09-2016 2/2 Writ application is disposed off with a direction upon the university to respond to the State directives, so that a decision can be taken at their level.
