They have an obligation to pay subsistence allowance unless the petitioner falls foul of the rule relating to payment of subsistence allowance, if the petitioner is disentitled to payment of subsistence allowance, specific order in this regard must also be passed that should be done within a period of four weeks or else payment must be made within the same time.
