The only issue involved in the present writ petition requiring adjudication is as to whether the petitioner is entitled to payment of honorarium for the services rendered by her as Tola Sevak in Govt. Girls Middle School, Manjhi, Saran. The issue requires factual enquiry by the officers of the State Government who are custodian of the record and competent to verify the record to ascertain entitlement of the petitioner whether the petitioner has been validly appointed/engaged and she has worked for the period she is claiming honorarium.

In view of the issue raised and the kind of enquiry required to be undertaken by the respondents, the writ petition is disposed of with a direction to the respondent-District Programme Officer, respondent No. 3 to verify the record and on being satisfied about the validity of appointment of the petitioner and the fact that whether she has worked for the period she is claiming salary, necessary order for payment of honorarium may be passed by the respondent-District Programme Officer within a maximum period of 60 days from the date of receipt/production of a copy of this order.
