JUSTICE SUDHIR SINGH ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date: 29-06-2015 The petitioner claims to be a social worker of Zirwa Madhaili (Mouzma) Gram Panchayat of Madhepura District. He submits that there is no permanent building for the Panchayat and on account of the same there is no effective functioning of the Gram Panchayat. It is stated that the Gram Panchayat passed a resolution in the year 2014 with a request to construct the building, but there is no development in that behalf.

Heard learned counsel for the petitioner and learned counsel for the respondents.

Normally, it is the concern of the elected Panchayat to arrange for construction of a Panchayat

Patna High Court CWJC No.16169 of 2014 dt.29-06-2015 2/2 building by obtaining necessary sanction from the concerned authorities. Even as per the very allegation stated by the petitioner the Panchayat has already initiated steps. When an elected body has already moved in the matter, it is just understandable as to how the petitioner can straightaway move this Court without even making representation before anyone.

Application is dismissed.
