Permission is granted.

In case, the petitioner files appeal before the State Appellate Authority, the Appellate Authority is required to decide the appeal on its own merit after condoning the delay if any in filing the appeal in view of the fact that the petitioner was pursuing remedy in the nature of writ petition since 2016.
