Leaned counsel for the petitioner submits that old regulation which is in practice in Bihar School Examination Board needs modification in view of Right to Information Act. The Court is not competent to issue any direction how to legislate and how regulation should be framed. It is domain of the Bihar School Examination Board whether the regulation is valid or invalid can be appropriately decided by the appropriate Bench in a appropriate proceeding.
