1. Heard the parties.

2. Learned counsel appearing for the University states that the grievance of the petitioner has been redressed and certificate and result/ marks-sheet of Bachelor of Science, Physics (Hons.), Part-III examination conducted by the University in the month of November, 2015 has already been handed over to the petitioner on 21.06.2019 and therefore, he submits that the writ petition has been rendered infructuous.

3. While it may be so that as far as claim by the

Patna High Court CWJC No.22457 of 2018(3) dt.25-07-2022 2/3 petitioner is concerned stands redressed, however, this Court is saddened by the manner which the University is functioning by releasing marks-sheet of examination conducted in November, 2015 after a period of four years i.e. in 2019.

4. Students career stands jeopardized if there is a delay in releasing the marks-sheet.

5. The Vice-Chancellor, Academic Council of the Syndicate of the University are, therefore, directed to lay down a schedule for releasing the marks-sheets and documents to the students, who have passed the examination after the declaration of the result within a particular period such schedule will have to be strictly adhered to by the Controller of Examination

6. Accountability is to be fixed as observed by the Hon'ble Division Bench In L.P.A. No. 1402 of 2017 (Rajeev Ranjan Vrs. Jai Prakash University & Ors.) dated 21.06.2018.

7. Keeping in view that the result has already been now declared.

8. The writ petition is accordingly disposed of.

9. However, following the Judgment dated 12.07.2022, passed in C.W.J.C. No. 2166 of 2019 (Gauri Shankar Sharma Vrs. The State of Bihar & Ors.) cost of Rs. 5,00,000/- (five lakhs) is imposed on the University to be paid to the petitioner.
