In this case, the petitioner is seeking payment of Rs.1,10,883/- as having claimed that the petitioner has supplied goods during Shrawani Mela but, he has not been paid the aforesaid amount. Let the petitioner should file a detailed representation before the District Magistrate, Muzaffarpur who will be obliged to look into the matter and take a decision in accordance with law. If the District Magistrate, Muzaffarpur arrives to a conclusion that the petitioner is entitled to the aforesaid amount, he will be obliged to make payment to him and if the Collector would not
