The Member, District Teachers Employment Appellate Authority, Siwan, is directed to pass a fresh order on the merits of the case of the petitioner, which is Appeal No. 688/11.

The Court, in fact, is constrained to observe that probably the Member

Patna High Court CWJC No.5938 of 2015 dt.22-06-2015 2 / 2 does not know what a quasi judicial proceeding is all about especially when the petitioner was not a party to the adjudication made in Case No.211/11. Let a decision be rendered after hearing the parties within a period of eight weeks from the date of production of a copy of this order. The Member should be careful in using the language which he has used, which is without basis.
