The petitioners, namely, Sumit Kumar @ Sudhir Kumar Paswan @ Sudhir Paswan, Akhilesh Paswan @ Akhlesh Paswan and Lallo Devi, apprehend their arrest in a case registered under Section 353 and other sections of the Indian Penal Code and Sections 3, 4 & 5 of the N.S. Act.
The allegation against the petitioners is that they had blocked the road and were damaging public property. It is submitted that even after two and half years of kidnapping of the son of Lakindra Paswan, the police was not taking action, that is why, the villagers made protest but did not damage any property. The victim boy was recovered later on.

No.34350 of 2014 (2) dt.13-02-2015 2/2 Considering the facts aforesaid and the nature of allegation made against the petitioners, the above named petitioners, in the event of their arrest or surrender before the learned court below within a period of four weeks from the date of receipt / production of a copy of this order, are directed to be enlarged on bail on furnishing bond of Rs. 10,000/- (Ten thousand) with two sureties of the like amount each to the satisfaction of the learned Chief Judicial Magistrate, Muzaffarpur in Mithanpura P.S. Case No. 187/2014, subject to the conditions as laid down under Section 438(2) of the Code of Criminal Procedure.
