Copy of the order is Annexure-2. So long as this order dated 12.03.2013 stands, Annexure-3 cannot be assailed or entertained at this juncture.

Since the primary relief of the petitioner is against Annexure-3, the writ application is dismissed. If the petitioner wants to assail Annexure-2, he has liberty to do so.
