Patna High Court CWJC No.10182 of 2023(22) dt.07-02-2025 2/3 (respondent No.7) whose appointment was in violation of principles of a person on such post being of impeccable integrity and institutional integrity as laid down in Section 10 of the Bihar State Universities Act, 1976 and Section 23 of the Bihar Animal Sciences University Act, 2016.

2. It was also contended on behalf of the petitioner that the said Vice-Chancellor did not carry the requisite qualification of being treated as a distinguished academician in Animal Sciences and Technology.

3. In fact, first of the objections of the State was that the petitioner was nothing more than a busy-body who had been filing such petitions against the University. Nonetheless, the petition was entertained for several dates.

4. Without commenting on the aforesaid, we only record that now the aforenoted Vice-Chancellor, viz., Kameshwar Singh has demitted his office and a new ViceChancellor has been appointed.

5. In that view of the matter, the grievance of
