Learned counsel for the State submits that the present writ petition is not maintainable as the impugned letter dated 15.07.2011 had already been passed well before the petitioner approached this Court earlier in CWJC No. 22179 of 2011 without however raising a challenge to the said letter dated 15.07.2011.

3. Be that as it may, in view of non-representation on behalf of the petitioner when the matter is called, the writ petition
