The stand of the counsel for the petitioner that she has not received charge-sheet is not acceptable position because the charge-sheet has been annexed with the counter affidavit and knowledge to the counsel is knowledge to the petitioner.

Let the petitioner, therefore, appear before the authority and offer her explanation, who shall proceed in the matter in accordance with the C. C. A. Rules, 2005 or as amended from time to time.

The District Programme Officer (Establishment), Saharsa, must ensure that matter is expedited and is taken to its logical end. The Enquiry Officer must also ensure that with due assistance of the petitioner the whole exercise is completed within a period of four months.
